Listening to, seems to me like a strategic scenario planning failure by tertiary education. Everyone knew something like Covid19 would happen eventually. Those institutions to get their shit together, identify their existential risks, plan how they'll mitigate them. No time to lose.

We even offer free OER-based entirely online courses designed to help educators *learn how to develop effective online courses using entirely (free) resources. See our Covid-related initiative: Kind of a no brainer. The only cost to leaners is for formal assessment if they want academic credit for passing the courses.
